UTAH TRANSIT AUTHORITY

The UTAH TRANSIT AUTHORITY (UTA) is requesting Bids from responsive, responsible persons or firms to provide construction services for the Bingham Junction Park-and-Ride Lot.
All correspondence, questions of any kind, including those regarding DBE certifications, clarifications, and requests for procurement packages concerning this IFB shall be directed to Grants and Contracts Administrator, Mr. Val Todd, UTA, 669 West 200 South, Salt Lake City, Utah 84101. Email: vtodd@rideuta.com. No fax bids or proposals shall be considered. Mr. Todd is the only authorized contact during the procurement phase. Submittals are due no later than 2:00PM MDT on September 15, 2010.
This project may be financed by UTA with possible financial assistance from the Federal Transit Administration (FTA) of the United States Department of Transportation. The contract awarded will be based on a financial assistance contract between UTA and FTA.
All bidders shall be required to sign (to the extent applicable) among other things the following certificates: Buy America; Affirmative Action/Disadvantaged Business Enterprise Statement; Non-Debarment/ Suspension; Restrictions on Lobbing; Cargo Preference; Digital Data Disclaimer; and the UTA Solicitation Statistics Form.
Issuance of this procurement package does not commit UTA to award any contract, to pay any costs incurred in preparation of a response, or to procure or contract for services or supplies. UTA reserves the right to waive any minor irregularities and informalities, to reject any and all bids for sound business reasons, to re-advertise and to make contract awards in the best interest of UTA.
The contractor shall be required to comply with all applicable equal employment laws and regulations. UTA, in accordance with Title VI of the Civil Rights Act of 1964, as amended, and 49CFR Part 23 and Part 26, will afford Disadvantaged Business Enterprises (DBEs) full opportunity to respond and will not discriminate against any interested firm or persons on the basis of race, color, sex, or national origin in the review of qualifications or contract award. Qualified firms will be required to address the utilization of DBEs in their bids. UTA has determined this contract to be 16.1%.
There will be a $25 non-refundable charge for IFB packages. This fee should be paid in advance by check or money order, no cash PLEASE.

Brookville Equipment Corporation, in accordance with 49 CFR 26.45, has established a 3-year Disadvantaged Business Enterprise (DBE) Goal of 2.02% for Federal Fiscal Years 2010-2013.
This DBE Goal is applicable to all DOT-assisted contracting opportunities that are scheduled to be awarded during the period of October 1, 2010 through September 30, 2013. The Company's 3-year Goal and its rationale (developed in response to U.S. Department of Transportation’s Disadvantaged Business Enterprise Program Regulations published under Title 49 CFR, Part 26) are available for inspection for up to thirty (30) days following the date of this Notice, from 8:00 a.m. to 5:00 p.m., Eastern Standard Time, Monday through Friday at BEC’s principal office located at:
