CTDOT seeking proposals to provide management services for CTtransit branded public transit bus services

The successful proposal must demonstrate the ability to provide service no later than Nov. 1, 2022.

The Connecticut Department of Transportation (CTDOT) issued a Request for Proposals (RFP) seeking a new contractor to manage the bus services provided by H.N.S. Management Company, Inc. (HNS).  

HNS operates CTtransit branded public transit bus services in the Hartford, New Haven and Stamford regions. CTtransit has a workforce of 1,250 people and operates a fleet of 520 buses, serving more than 80,000 daily passenger trips. The bus routes are essential services to the state’s economy and quality of life. The incumbent management company has informed CTDOT that they do not plan to bid. 

CTDOT says it is seeking proposals from parties interested in providing these services that have a proven record of delivering excellent transit service, customer service and maintenance of capital assets, including vehicles and facilities.

Potential respondents must submit a letter or email of intent to propose by 2:00 p.m. EST on April 22, 2022. Seven copies of each proposal are due by 3:00 p.m. EST on June 2, 2022. CTDOT will notify responsive parties of the award by June 28, 2022. 

The agreement term is four years with the possibility of two two-year extensions. The successful proposal must demonstrate the ability to provide service no later than Nov. 1, 2022.
