As general manager Billy Wingfield II has oversight of more than 85 employees, including two department managers, five supervisors, one department coordinator, two parts specialist, three administrative support positions, sixty three operators, six mechanics and eight utility/ cleaners. For FY2012, Valley Ride achieved record ridership of 1.23 million passengers, 300K above the previous record.
During his tenure, Wingfield has established and implemented a new employee orientation and training program; improved safety related incidents/accident record, mode rate and workers comp claims by 15 percent over 18 months; reallocated 4 percent of low-ridership services to high-productivity corridors and reduced an additional 3 percent of services to offset rising costs; reduced customer complaints by more than 40 percent; restructured the Operations & Maintenance Department, streamlining administrative functions, increasing procedural efficiencies and reducing overall costs; and managed operations during transition from public employment to private and co-authored comprehensive discipline code, employee handbook and revised policies for absenteeism, accidents, etc. He also provided technical assistance in development of vehicle specifications, scheduling software specifications, and comprehensive system enhancement procurements.
Wingfield provided technical assistance in the development of facility safety and security improvements in accordance with Transportation Security Administration and the Department of Homeland Security. He assisted with design and specifications of three CNG 40-foot fixed-route vehicles; regional development of automated performance measurement program for all fixed operations; comprehensive revision of the authority’s ADA Para transit eligibility process, including NTI paratransit training courses, and compliance; restructured the internal customer service complaint system providing 95 percent feedback, investigation and response to customers; and led the project team to develop comprehensive, vehicle-specific pre-trip inspection modules and processes that restructured maintenance inspection and repair protocols, which reduced road calls by 50 percent.
Wingfield has a bachelor of science in business administration with a minor in HR management from Boise State University. He has been recognized of long-standing support of the Salvation Army Christmas Stuff-the-Bus event with a Salvation Army “Holiday Community Partner Award.” He is a member of the American Public Transportation Association’s Research & Technology Committee, the Boise Young Professionals, the Human Resource Association of Treasure Valley and the Conference of Minority Transportation Officials.
Wingfield was an all-conference Boise State University football scholarship athlete, including all-conference honors and team captain for three years.
