Parsons Brinckerhoff Names COO and President of Americas Transportation Company
Parsons Brinckerhoff has named Greg Kelly to the newly created position of global chief operating officer (COO). Clifford Eby succeeds Kelly as president of Parsons Brinckerhoff’s Americas Transportation operating company.

Pierson, president and chief executive officer of Parsons Brinckerhoff. “Greg Kelly has led our largest business since 2008, delivering consistent growth in sales, project margins, revenues, and driving operating efficiencies while strengthening the company’s underlying commitment to fulfilling client expectations. He is ideally suited to take on this new role within the company.”
Kelly has served in a number of leadership positions during his 20-year career with Parsons Brinckerhoff. As president of the Americas Transportation operating company for the past four years, he was responsible for managing a business unit with close to $1 billion in annual revenue and 4,000 employees located in 70 offices throughout the U.S. On a national basis, he was responsible for all planning, design, strategic consulting and construction services within the transportation market, including highways, bridges, transit and rail, aviation, and ports and marine. He is actively involved as a project executive on some of the firm’s largest infrastructure assignments including those for clients in California; Washington, D.C.; Texas; and New York. He has also served on the firm’s Operations Leadership Committee for the past three years. Previously, he was Northeast general manager, responsible for managing operations, including marketing and client relationship management, in New York, New Jersey, Pennsylvania, and New England.
Kelly received an M.S. degree in civil engineering from the New Jersey Institute of Technology and a B.S. from Temple University.
Eby was previously a senior vice president in charge of Parsons Brinckerhoff’s Technical Excellence Centers in the Americas Transportation company and also supported the firm’s strategic efforts in rail and infrastructure markets, particularly high-speed rail. He has nearly 40 years of experience in the industry, with specific expertise in rail safety, finance and economic regulatory practices, transportation policy, and rail infrastructure program design. Prior to joining Parsons Brinckerhoff, he served as acting administrator of the Federal Railroad Administration (FRA) from 2008 to 2009 and as deputy administrator from 2005 to 2008. He was responsible for the FRA’s day-to-day administrative functions and rail financial assistance programs and also served as the agency’s representative to the boards of the Moynihan Station Redevelopment Corp., the Union Station Redevelopment Corp., the United States Department of Transportation Credit Council, and Amtrak.
Eby holds an M.B.A in finance and investment from George Washington University and a B.S. in civil engineering from Lehigh University.
Both Kelly and Eby hold professional engineering licenses in multiple states.
