Having had a significant role in the growth of Gannett Fleming’s presence in Qatar, Philip Rowley was promoted to general manager of Gannett Fleming’s operations in Qatar. He is responsible for strengthening and developing the firm’s service offerings through strategic marketing and project procurement.
Rowley was the second employee to join the Doha, Qatar, office in 2012, which now has 22 employees actively engaged in intelligent transportation systems (ITS) projects that encompass the entire country. As a hands-on leader, Rowley has served as project director for these efforts, coordinating the firm’s designs, specifications, and implementations.
Through successful project management and delivery, he has contributed to the expansion of Gannett Fleming’s growing ITS operations and services, which include ITS planning, engineering, construction management, and software development in the U.S. and Middle East North Africa (MENA) region.

I am confident that in his new role he will help position Gannett Fleming for continued success in Doha and the MENA region,” said Matthew Schiemer, PE, a Gannett Fleming vice president who serves as regional manager for Gannett Fleming’s overall operations in the MENA region.
Taking the reins of the Doha office, Rowley draws on the experience and skills gained from a dynamic 20-year career in managing complex projects throughout the world, including work in the Kingdom of Saudi Arabia, United Kingdom, and France. He also is an accomplished speaker and author of technical papers, covering such topics as the impact of ITS on road safety and managing traffic through the exchange of data.
