People on the move: Trinity Metro, Luminator, Southwestern Pennsylvania Commission, STV

Personnel updates from around the public transit industry.

New appointments and changes in leadership have been made by Trinity Metro, Luminator, Southwestern Pennsylvania Commission (SPC) and STV. 

Trinity Metro 

Anette Landeros has been named chief strategy officer of Trinity Metro, effective December 2024. Landeros will be taking on this newly created position to work towards expanding services and enhancing connectivity across the region. 

As president and CEO of the Fort Worth Hispanic Chamber of Commerce, Landeros led the organization to new heights of success. Before her tenure at the chamber, Landeros spent 12 years with the U.S. Department of Transportation in the Office of the Inspector General. Her background in both community leadership and transportation will help to guide Trinity Metro’s growth plans. 

“As we continue to set new records with TEXRail and Trinity Railway Express ridership and see rapid growth in the popularity of the Orange Line, this is the perfect time to bring Anette on board,” said Trinity Metro President and CEO Rich Andreski. “Anette has an incredible understanding of the Fort Worth community and transportation. Her leadership will be instrumental in shaping our strategic initiatives and driving forward-thinking solutions for the future.” 

Landeros joins Trinity Metro as it begins to implement new initiatives to improve its services. As chief strategy officer, Landeros will oversee the development of strategies that support both immediate goals and long-term growth.

The creation of the chief strategy officer role will help the agency to focus on innovation, strategic partnerships and community impact. 

 

Luminator 

Luminator has brought on Robert Rozploch as its new chief technology officer (CTO). Rozploch comes to Luminator from Clearspeed, Inc. where he served as CTO, leading the company's product and technology strategy as well as driving its productization and scaling of its platform.  

Rozploch has established a track record of defining, developing and scaling some of the industry’s most successful hardware-software platforms, utilizing computer/vision, AI/machine learning, full-stack software, IoT edge devices and cloud (SaaS) deployments, high-performance computing (HPC) in defense and security markets.  

He has held leadership roles at Intel, AMD, Broadcom, United Technologies and Toshiba. He was also the executive director of Princeton University’s Gigascale Systems Research Center. Rozploch has over 25 U.S. and international patents, a keynote speaker and published in technical publications in the areas of image processing and computer vision. He holds a bachelor’s and master’s degree in electrical engineering. 

 

SPC 

The SPC has appointed Lillian Gabreski to serve as its director of transportation. She will lead a department of 13 staff members and oversee transportation initiatives on behalf of the 10-county region.  

Gabreski has established a background in strategic planning and transportation, as well as securing state and federal grants. She joined the organization in 2018 and has become known by both staff members and external partners for taking innovative approaches to solving complex challenges.   

“I am excited to have Lillian officially join our leadership team,” said SPC Executive Director Rich Fitzgerald. “She has been with the organization for over six years and in that time, has demonstrated her steadfast commitment to improving the quality of life for area residents. Lillian’s leadership style, expertise in transportation and proven experience in securing grants for our region made her a natural choice for this position. She will hit the ground running and continue with SPC’s mission of planning for the continued success of Southwestern Pennsylvania.”  

As director of transportation, Gabreski will direct the development of the organization’s required program documents like the region’s Transportation Improvement Program (TIP) and Long-Range Transportation Plan (LRTP). Both the TIP and LRTP plan for specific transportation and infrastructure projects across the 10-county region. Additionally, Gabreski will supervise all of the department’s programs including multimodal transportation planning, operations and safety, transportation demand management, a vanpool program, active transportation initiatives like trails and other initiatives.  

During her time at SPC, Gabreski has served in a variety of roles. More recently, she has served as the manager of sponsored program development and led the organization’s development of competitive grant funding applications for local, state and federal discretionary programs. She played an instrumental part in developing the application which SPC, Pennsylvania Department of Transportation and Pittsburgh Regional Transit submitted to the U.S. Department of Transportation to secure the $142 million grant for the Eastern Pittsburgh Multimodal Corridor project. Additionally, she has guided the organization’s efforts on equity to ensure that programs adhere to the federal environmental justice requirements and Justice40 guidance.  

Gabreski earned a Bachelor of Arts degree in political science from Penn State University’s Schreyer Honors College and a master of public administration with a concentration in economic and financial policy from Cornell University. She officially assumed the role on Oct. 24. 

 

STV 

Sissel Berntsen-Heber, PE, PMP, has joined STV as vice president and transportation infrastructure leader within the firm’s transportation west group. In this role, Berntsen-Heber will oversee delivery staff for rail, civil and transportation structures across the west region, focusing on technical expertise, delivering transit and rail projects and mentoring staff. 

“Sissel is an industry leader who drives some of California’s most consequential transportation projects,” said President of the Transportation West group at STV Liz Justison, PE, PMP. “Her leadership in transit and rail, coupled with her holistic focus on mentorship, will enhance our projects and help develop our local teams.”    

With almost three decades of experience in the transportation industry, Berntsen-Heber’s diverse portfolio encompasses complex transportation projects throughout the west. Specializing in highway, roadway and rail design, she has led multidisciplinary teams who delivered civil, rail and structures design solutions for California’s top transit agencies. 

Berntsen-Heber holds a Bachelor of Science in civil engineering from the University of Southeastern Norway and both a Bachelor of Science in business management and a master’s in business administration from California State University. She is also a member of the Women’s Transportation Seminar (WTS).
