FRA, FTA award contracts to AtkinsRéalis to provide project planning, engineering support services
The Federal Railroad Administration (FRA) and the Federal Transit Administration (FTA) have each contracted AtkinsRéalis to provide project management and engineering support services. The FRA awarded the company with a Support Technical Oversight Review and Monitoring (STORM) services Blanket Purchase Agreement (BPA). The FTA awarded a Project Management Oversight Contract (PMOC) to the company to support oversight of the agency’s major capital projects and related programs.

FRA administers grants and loans through the STORM program to assist state and eligible entities in financing the planning, acquisition, design, construction and improvement of freight rail and intercity passenger rail infrastructure, facilities and equipment. Amtrak rail service operating support is also managed through STORM.

Under the five-year, $60 million BPA, AtkinsRéalis will provide program support, technical assistance, oversight, compliance reviews and project monitoring on behalf of FRA. Projects within STORM are in various stages of development, including planning, environmental review, preliminary design, final design, construction and operation.
As an FRA partner, AtkinsRéalis has reviewed Positive Train Control Safety Plans over the past decade and is an operating partner of the Transportation Technology Center (TTC), the FRA’s facility for research, development and testing of rail infrastructure and equipment.

AtkinsRéalis to provide major capital projects and related programs for FTA
AtkinsRéalis has provided PMOC services to the FTA for more than 14 years.
AtkinsRéalis’ oversees FTA’s largest capital investment grant in the U.S. as part of the FTA PMOC program. The company’s comprehensive professional services that include its transit experience in planning and designing, program and construction management, and risk mitigation and value engineering will be leveraged to provide FTA with critical programmatic input under this five-year contract.

Under previous PMOC assignments, AtkinsRéalis has worked closely with FTA and project sponsors to help move projects through New Starts and Small Starts in the Capital Investment Grant pipeline, as well as Expedited Project Delivery, Transportation Investment Generating Economic Recovery Grant, Better Utilizing Investments to Leverage Development Grant and Urban Circulator Grant processes.
