Transportation Secretary Pete K. Rahn has named Kevin B. Quinn, Jr., AICP, as the acting administrator of the Maryland Department of Transportation Maryland Transit Administration (MDOT MTA) replacing Paul Comfort. Acting Administrator Quinn is the transit expert designing and delivering the BaltimoreLink plan to transform transit in the Baltimore region. He was recently honored as one of Mass Transit Magazine’s “40 Under 40” for 2016 for innovation, demonstrated leadership and a commitment to making an impact in transit.
“Kevin is smart, innovative and understands how to make transit work,” said Secretary Rahn. “Thanks to his hard work and leadership, Maryland’s transit system is becoming a national model.”
Acting Administrator Quinn was promoted from his position as director of planning and programming. In his previous role, he worked directly with numerous departments, from administration to operations, to ensure that the MDOT MTA took a proactive approach to deliver great service for all transit riders. He also has private sector experience as the Mid-Atlantic regional planning manager focused on transportation planning for STV of Baltimore. He holds a Bachelor of Arts in Political Science and Government from Goucher College and a Master of Public Policy from The Johns Hopkins University.
