CH2M Adds Senior Payment Systems Engineer to Transit and Rail Team in Los Angeles

CH2M recently added Kelly Hines, a senior payment systems manager, to its Los Angeles office. In her role, Hines will support the firm’s transit finance, transportation performance assessment fare policy and strategic planning efforts.

CH2M recently added Kelly Hines, a senior payment systems manager, to its Los Angeles office. In her role, Hines will support the firm’s transit finance, transportation performance assessment fare policy and strategic planning efforts.

Prior to climbing on board at CH2M, Hines served as the deputy executive officer and director of TAP Technology Systems at Los Angeles County Metropolitan Transportation Authority. Working with LACMTA for nearly a decade, she directed the implementation of the agency’s 2014 fare policy change from technical development to operational readiness.

At LACMTA, Hines managed the team responsible for allocation and administration of funds from local, state and federal funding sources, such as the Transportation Development Act and State Transit Assistance funds, Prop A, Prop C and Measure R. She also managed the migration of various regional fare and pass programs, including joint pass and reduced fare programs to the new smart card system.

In Los Angeles, CH2M partnered with LACMTA for design services and engineering support during construction for its Westside Subway (Purple Line) Tunnel Extension, and various other rail vehicle technical support engineering and procurement efforts.

Hines earned her Master of Arts in urban planning and Bachelor of Arts in economics at the University of California, Los Angeles.

She joins CH2M’s team of 600 transit and rail professionals around the world focused on delivering light rail, urban transit, commuter rail, high-speed rail, bus rapid transit, freight rail and intermodal facilities solutions.
