HNTB hires Southern California infrastructure and design-build expert Richard Hart

Hart contributes more than three decades of transportation experience, including alternative delivery projects for L.A. Metro, RCTC, Caltrans and Washington State DOT.

Richard Hart, PE, has rejoined HNTB Corporation in Southern California as design build director for the western U.S. and vice president. Based in HNTB’s Santa Ana office, Hart supports the firm’s delivery of the most complex infrastructure projects throughout the region.

A registered professional engineer, Hart brings 36 years of involvement in engineering design and construction delivery of transportation infrastructure projects. He has filled roles with continually increasing levels of responsibility, including project management, business development, budgeting, contract negotiations, training and project design. Hart has focused on Southern California owner relationships, project development and project delivery throughout his career and has been involved in some of the region’s largest infrastructure projects, such as the Henry Ford Grade Separation Project for the Port of Los Angeles and Port of Long Beach. He returns to HNTB to focus on complex alternative delivery projects after previously serving the firm in several leadership roles, including office leader and operations manager.

In his role, Hart works with HNTB project teams from pursuit phase through the end of construction, with a focus on staffing, work planning, scheduling, budgeting, change management and implementing best practices for successful project delivery.

Hart has worked on design-build projects for Los Angeles County Metropolitan Transportation Authority, Riverside County Transportation Commission, Caltrans and Washington State Department of Transportation. For L.A. Metro, he was principal in charge of design for the $25 million Chinatown Aerial Structure Design-Build Project. He served as principal in charge and design manager for RCTC’s $630 million State Route 91 Express Lane Design Build Project. Hart also served as principal in charge and design manager on Caltrans’ Devore Interchange Design Build Project in San Bernardino.  

Hart earned a Bachelor of Science in civil engineering from California State Polytechnic University in Pomona, Calif.
