Austin Transit Partnership names new vice presidents
The Austin Transit Partnership (ATP) has named Brad Cummings as its new senior vice president of procurement and contract management and Haley Garcia as its new senior vice president of program controls in the planning, community and federal programs department.
“We are building a team of experts that have the experience and know-how to help ATP successfully implement Austin Light Rail in line with this community’s values,” said Greg Canally, executive director of ATP. “Brad and Haley bring decades of combined professional experience and passion for the transit sector and will be valuable as we enter the next stages of implementation focused on our delivery framework and the federal funding process.”
Cummings was most recently employed by Dallas Area Rapid Transit, where he served as the vice president of business services. He has significant experience in leading contract and procurement functions at transit agencies nationwide and looks forward to leading the day-to-day activities for ATP's procurement and contract management functions. Cummings was also named as one of Mass Transit's 2023 40 Under 40 nominee's for his commitment and impact in transit.
Cummings earned a bachelor of science degree in political science and government from the University of Utah and a Juris Doctorate from the Sandra Day O’Connor College of Law at Arizona State University. Cummings is also in the process of earning a master of business administration degree from the University of Utah’s David Eccles School of Business.
Garcia has nearly two decades of professional experience as a program and project controls professional within industry-leading organizations, including HDR, Jacobs Engineering, Burns & McDonnell and Hill International Inc. She most recently served as the project controls manager for the light rail capital development program at Valley Metro in Phoenix, Ariz. She has considerable experience working with the Federal Transit Administration in every phase of the federal grant life-cycle process, including the successful completion of multiple risk assessments. Garcia has worked on starter rail transit lines, including the 20-mile light-rail starter line in Phoenix.
Garcia is an active member of Association for the Advancement of Cost Engineering International, a global organization dedicated to the advancement of total cost management, and is also a member of the Eno Center for Transportation, where she completed the EnoMAX program in 2022. Garcia earned a bachelor of science degree in finance from Arizona State University.
