Neil Moyer named acting director of STB’s new Office of Passenger Rail
Neil Moyer, a senior staff member of the Surface Transportation Board (STB), has been selected to serve as acting director of the STB’s Office of Passenger Rail (OPR), which was established in October 2022. STB calls Moyer a recognized expert in issues involving Amtrak and passenger rail service in the United States.
The OPR is responsible for investigating and analyzing issues regarding Amtrak’s on-time performance (OTP). STB says Moyer has been integral in establishing the new office and in coordinating STB’s new OTP responsibilities.
The Federal Railroad Administration and Amtrak agreed in late 2020 that a Customer OTP metric with a minimum standard of 80 percent of passenger arrivals at stations to occur within 15 minutes of the scheduled time for any two consecutive calendar quarters would be used to measure passenger rail OTP. This standard began to apply on July 1, 2021.
Under certain eligible complaints, authorized by Section 213 of the Passenger Rail Investment and Improvement Act of 2008 (PRIIA), STB is required to investigate passenger rail OTP and identify relief measures.
PRIIA requires as a precondition for an STB OTP investigation there be two consecutive quarters of substandard OTP. Complaints may be brought by Amtrak, by an entity for which Amtrak operates intercity passenger rail service, by an intercity passenger rail operator or by a host freight railroad over which Amtrak operates. The OPR has been established to fulfill the board’s responsibilities under the new statutory regime.
