Ernest Chance has been promoted to vice president of the Southeast Region. Chance, previously the vice president of the South Atlantic Region, has more than four decades of experience in the transit/railroad industry. He will be based in Washington, DC, where he will continue to manage the Washington Metropolitan Area Transit Authority’s 8000 series vehicle procurement program. His new regional responsibilities will include North Carolina, South Carolina, Georgia, Alabama, and Florida.
Winston Simmonds has been promoted to vice president of the DC Metropolitan Region. Simmonds, previously a senior systems consultant, has more than 28 years of project, engineering and construction management experience in the transportation and public transit industry. He will continue managing the Washington Metropolitan Area Transit Authority’s 7000 series vehicle procurement program in Washington, DC. His regional responsibilities will include Delaware, Maryland, Virginia, Washington, DC, and West Virginia.
David Diaz has been promoted to Vice President of the Middle Atlantic Region. Diaz, previously the Vice President of Special Projects, has over 30 years of experience as an engineering project leader with diverse areas of expertise covering all segments of railroad and transit disciplines. His regional responsibilities will include Ohio, Pennsylvania, and Southern New Jersey.
Raymond Carini has been promoted to senior vice president. Carini, previously the vice president of the Middle Atlantic Region, has been with LTK for 38 years. Overall, he has more than four decades of experience on large-scale projects involving design, implementation, railcar procurement and planning. He will take on a more national customer-facing role, providing guidance on complicated vehicle procurement programs.
