Report Says STM Provided Adequate Response Time in Incident
The report of the coroner Jacques Ramsay amended on the death of Radil Hebrich, which occurred Jan. 16, 2014 at the Metro station Langelier, finally confirms that the response time of the Montreal Transit Corp. ( STM) and its employees to provide assistance to the injured person was adequate.
Thus, in his new report , the coroner says, "If the report of Dec. 5 implied that the STM response times could be slow, the evidence disclosed by the STM now infirm this hypothesis.
Indeed, in light of the internal investigation reports and videotapes provided by the STM, it was demonstrated that:
- Three customers have contacted the Metro Control Centre (MCC) with the help desk phone on the dock, two of which barely thirty seconds after the incident;
- At the request of the CCM, a changer was present on the platform approximately three minutes after the incident and remained there until the arrival of first responders;
- Train operators, who were traveling in both directions, found the presence of an injured person on the dock and have all contacted the CCM;
- Changer to the Radisson resort also contacted the CCM after a customer has reported the incident.
" The report confirms that the STM protocols in this situation have been met. In the interest of continuous improvement, particularly in terms of safety, the STM is ready to explore new avenues and to consider the revision, if necessary, of these protocols, as recommended by the coroner. The subway system is an individual and separate environment, then we must properly assess what is achievable as a new measure, "said Philippe Schnobb, chairman of the board of directors of the STM.
Note that the STM has learned that the coroner's office had opened an investigation into the incident on Jan. 16, 2014, at the time of publication. After reading this report, the STM has met the coroner, Feb. 20, to inform him of elements that had not been brought to his attention in the course of its investigation, which led to the modification of the report filed in January. Following these events, the STM reiterates its request to be automatically notified by the coroner's office chief of any investigation that takes place after the events that took place in its networks and reiterates its full readiness to cooperate in any investigation.
